  1. Cook pasta and set aside
  2. Melt butter on medium-low heat
  3. Add salt, pepper, and flour and whisk until roux is a pale brown
  4. Slowly add milk and half and half and whisk
  5. Add cheese and whisk until smooth
  6. Season with more salt and pepper if needed
  7. Fold pasta into sauce
